The Scottish First Minister, Humza Yousaf – launched his citizenship plans for an independent Scotland on Thursday Saying People living in England, Wales and Northern Ireland could move to Scotland after an independence vote with the aim of becoming EU citizens again.

The First Minister said he would “wholeheartedly welcome” people who opposed Brexit moving from other parts of the UK and becoming Scottish citizens.

He also said he would “probably” renounce his own British citizenship if Scotland became independent, but acknowledged that others who felt more strongly about their British identity could become dual nationals if they wished.

Mr Yousaf was speaking as the Scottish Government launched the latest in its series of papers about independence, this time on the subject of citizenship.

The document said people living in Scotland on the day of independence would be automatically entitled to become Scottish citizens and use a Scottish passport.

People who were born in Scotland but now live elsewhere would also be eligible for citizenship, as would those who have a parent who was born in Scotland.

Under the proposals, people living in Scotland could renounce their British citizenship and become solely Scottish, become a dual national of both countries or choose not to become a Scottish citizen at all.

People who moved to Scotland after the day of independence would have to wait for a period of five years before applying for citizenship.

The paper also says that Scotland would remain part of the Common Travel Area after independence, allowing British and Irish citizens to live and work in Scotland without restrictions, while Scottish citizens would retain those same rights in the UK and in Ireland.

As the Scottish Government’s policy is to rejoin the EU as soon as possible after independence, people from other parts of the UK could choose to move to Scotland in the transition period between a Yes vote and independence day.

Asked if there would be anything to stop people from other parts of the UK moving to Scotland with the hope of becoming EU citizens again, Mr Yousaf replied: “No – I would welcome it, in fact.”

He added: “We have demographic challenges, we have vacancies in a number of important sectors, private and public. We’re already working on trying to attract more people from the UK to Scotland.

“I think we’d welcome that, in that transition period in the run up to Scotland becoming an independent nation. When I was health secretary we had a very deliberate campaign to encourage GPs from the rest of the UK to come and work here in Scotland, particularly in remote, rural and island Scotland. So that’s something I’d welcome wholeheartedly.”

Asked if he would retain his own British citizenship, he said: “I haven’t thought much about it but I probably wouldn’t, no – just my Scottish citizenship.”

The First Minister also ruled out introducing a test for people applying to become Scottish citizens, in the wake of controversy over the UK Government’s “Life in the UK” test.
